president obama is the first black president. he was not particularly experienced when he was elected. he has raised a lot of angst on people's part because he he is the first african-american president. he's made real gains in his first term, but he's also fallen short in some areas, and as this is any 60th year as a williams graduate, and as these two presidents have made probably the deepest impression on me of any president that has served in this 60 year period, i am delighted to try to draw a few comparisons between them. i've never met president obama, but i did meet president kennedy in 1963 when i was part of the first group trained in what was called counterinsurgency in those days. he was a tremendously impressive person to meet, the 30 or so of us trained stood in line to shake hands with him. we listened to what people said ahead of us. i was behind stillwell's son, and kennedy gave him his undivided attention for 20 seconds or so. same thing happened to me, and i left with a vivid impression with the feel of his han

president obama's nomination, 60 of them, got confirmed last year. at the end of the year, where there were 99 at the end of the congress, 58% of them did not have a nomination associated with them. i'm glad the white house is making a nomination a priority but they had other priorities in which they addressed their attention, health care, financial services reform, energy and other matters as well as the financial crisis that this president has been dealing with. so nominations i don't think folks can say regardless of what side of the aisle you come from has been a priority for this white house until now. and maybe now it will become one. but i can tell you one thing. it is not a partisan issue that either the delay or the confirmation of president obama's nominations. a couple of statistics that i will mention just facts to hook up as bob said is that president obama's circuit court nominees from the time they were nominated to the time they got hearings took them on average 64 days. president bush, from the time they were nominated to the time th

this is actually a kind of rationing that's required by obama care. the state cannot afford to provide the most expensive procedures. therefore it has to cut them back, all because they are prevented by law from dialing back the coverage of these adults without children. so the one place that they can cut is on transplants. a very sad day, as i said. there's nothing good to say about it. nobody is pleased with the outcome, but there's no other osmtion but even that option obviously doesn't save enough money to forestall this budget crisis. many of those who have been critics of the decision with respect to transplants have failed to tell the whole story, which is that the governor had to make that difficult decision because the health care reform bill eliminated a key option that she otherwise would have had to dial back the coverage to the level of other states. before enactment of the president's health care bill, the federal government and states were partners in health care delivery. now states are merely a financing mechanism for the federal gove
